Yakutia Leader Calls for Urgent Budget, Housing Sector Reforms
The Head of the Republic of Sakha (Yakutia) has stressed the urgency of systemic changes to ease the burden on the budget and housing utilities sector. Key areas for improvement include energy efficiency, metering, and revising tariff decisions.
Currently, only half of eligible multi-apartment buildings in Yakutia have meters installed. Completing this process could save up to 2.5 billion rubles in subsidies annually. The high payment discipline among the population (95.5%) suggests that the increase in subsidies is not due to non-payments, but rather systemic issues in the industry.
Proposed measures to tackle this include accelerating metering development, increasing energy efficiency, optimizing expenses, strengthening control over investment programs, and revising the procedure for providing subsidies. A Plan of measures aims to contain the growth of subsidies and reduce the volume by at least 10% in comparable prices by 2030.
From 2022 to 2024 and five months of 2025, a total of 104 billion rubles in subsidies were paid for the intertariff difference, with heat energy being the main expense (71-77%). The Head of Yakutia emphasizes the need for systemic steps to reduce this load on the budget and housing utilities sector.
