Schleswig-Holstein has signed a landmark agreement with the Landesverband der Islamischen Kulturzentren (VIKZ) Norddeutschland, promoting institutional equality for Muslims in the region. The contract, signed by Education Minister Dorit Stenke (CDU), aims to secure existing rights and open up new educational and cultural opportunities in the muslim community.

The agreement does not grant new privileges but solidifies long-standing practices. It allows muslim employees, officials, and students to take leave on the first day of Ramadan and the Feast of the Sacrifice, legally securing an existing norm. The contract also enables muslim communities to establish and run educational and cultural institutions, train imams, and provide islamic religious education on par with other religious communities in the department of education.

The state's approach, while unspectacular, is provocative in its simplicity. It promotes equality by treating muslims as integral parts of society, as stated by Minister Stenke. The agreement encourages a shift in perspective, viewing holidays as opportunities for solidarity and mutual representation rather than mere disruptions.

The contract, concluded with VIKZ, a 'very conservative' association, seeks reliable partners to ensure smooth implementation. It does not create special rights but anchors existing ones, promoting institutional equality for muslims in Schleswig-Holstein.
