Russia to Simplify SIM Card Process for Tourists, Boosting Revenue

The Ministry of Digital Development is exploring ways to simplify the SIM card process for tourists visiting Russia. Operators have proposed abolishing biometrics requirements and limiting SIM card validity to the duration of visitors' stays. This move aims to boost tourism and increase operators' revenue.

Currently, foreigners find the process of obtaining a SIM card in Russia too complex. It involves providing biometric data, registering on 'Gosuslugi', and obtaining a СНИЛS. This has led many to rely on free Wi-Fi instead. To address this, the Ministry launched the multilingual 'ruID' app, allowing tourists to apply for entry, check restrictions, and access government services.

In the first half of 2025, Russia saw a 7.6% increase in tourist arrivals, with 629,000 foreigners visiting. Streamlining the SIM card process could attract up to half of these tourists, bringing operators an additional 1.5 billion rubles in annual revenue.

The proposed changes aim to make Russia a more tourist-friendly destination. By simplifying the SIM card process, authorities hope to attract more visitors and boost the local economy.
