Romania Establishes Legal Framework for National Hiking Trails
Romania has taken a significant step in enhancing its reputation as a premier hiking destination in Europe, with the issuance of a decision on July 24, 2022, concerning the methodological norms regulating the hiking trails of national interest.
Under Law no. 288/2024, the methodological norms for hiking trails of national interest set forth criteria for the development, protection, and promotion of long-distance hiking trails to enhance sustainable tourism. These norms create a coherent and accessible legal framework covering trail certification, including criteria that consider natural and cultural values, the trail's recreational purpose, and regional significance.
To receive certification, a trail of national interest must have a length of at least 500 km and cross at least eight counties or at least 200 km if it crosses or borders UNESCO natural sites. At least 70% of the length of the trail should cover natural and rural areas and include tourist attractions such as historical monuments, archaeological sites, protected natural areas, or UNESCO sites.
The certification process involves official recognition by the Romanian government, which facilitates access to non-reimbursable European funds and supports international partnerships in rural development, conservation, and sustainable tourism. A specially established commission will evaluate the documentation for certification.
The setting up of the trails is a collaborative effort between the initiator and administrative-territorial units or intercommunity development associations. The trails will offer a guide, including the map and visual identity elements of the trail, accommodation options, and other tourist information. They will have a standardized signaling system, with visible posts, signs, railings, or shelters used for the signaling system. Together, they will establish a strategy for maintaining, developing, and promoting the trail.
Radu Mirută, the minister of Economy, Digitalization, Entrepreneurship and Tourism, stated that initiatives like Via Transilvanica showcase Romania's places with passion and vision. Via Transilvanica is a project that unites the country through nature, culture, and local stories. The hiking trails of national interest will also embody this spirit, offering unique hiking experiences with relatively low trail crowding compared to other countries.
Until now, initiatives like Via Transilvanica have been driven more by ambition than by legal support. However, today, there are clear rules that allow for the official recognition of national hiking trails in Romania. The trails will receive official national recognition following governmental approval of methodological norms, enabling them to apply for certification and status as nationally significant hiking routes. The certification will be made by order of the Minister of Economy, Digitalization, Entrepreneurship and Tourism.
