Man, we're at it again, knockin' on DepEd's door for a chat on that ol' P7K medical allowance for teachers and staff. The reason? Way too many delays and logistical roadblocks in setting up the Health Maintenance Organization (HMO) system.

In a letter to Sec. Sonny Angara, we urged DepEd to rethink the strategy and coughed up some cold hard cash for this year instead. Teachers are left high and dry without the dough to cover required annual medical checkups—wiped clean under RA 4670, the Magna Carta for Public School Teachers, fer real.

Speaking of that allowance, it could be just the ticket to cover compulsory check-ups and other immediate medical necessities, especially with the HMO enrollments for nearly a million DepEd employees not exactly a walk in the park.

DepEd, through Undersec. Wilfredo Cabral, responded in late April, acknowledging the complication of the rollout but seein' it as a chance to bag a more comprehensive healthcare plan through HMOs.

The Teachers' Dignity Coalition appreciates DepEd's long-term vision, but we're firm believers in the cash option as the best short-term solution while the HMO system's still smokin'. If teachers have already had their mandated check-up, the cash 'n' carry method would make more cents.

Sec. Angara agreed in recent statements, stating openness to both cash and HMO-based implementation, as long as it's legal and a teacher-friendly move.

That's a promising sign, but we're urgin' DepEd to speed up the hunt for a solid HMO provider for long-term implementation, one that can crank out health cards with broad coverage to ensure teachers get the medical help they need, stat.

DepEd has the green light from Department of Budget and Management under Budget Circular 2024-6 to tackle the medical allowance implementation policy, as stated in President Marcos' EO 64 signed back in August 2024.
