New Legislation Set to Expand Access to Commonwealth Seniors Health Card

Starting September 2022 (if approved), Australian seniors will have expanded eligibility for the Commonwealth Seniors Health Card (CSHC), providing them with discounts for medical and pharmaceutical costs. The proposed bill is expected to raise the income limits for CSHC, with singles eligible up to $90,000 per year and couples combined earnings of up to $144,000.

The Senate Social Services and Other Legislation Amendment (Lifting the Income Limit for the Commonwealth Seniors Health Card) Bill, led by Minister for Social Services Amanda Rishworth, aims to improve the financial wellbeing of older Australians, particularly during these challenging times.

If passed, the increased income thresholds will become effective from September 2022. The income limits will also be indexed annually starting September 2023, to keep pace with inflation and cost of living changes.

Over 44,000 seniors are expected to benefit from the changes in the first year of implementation, with an additional 52,000 expected by 2026-27. The increment in income limits is projected to offer significant relief to thousands of seniors, providing them with opportunities for substantial savings on pharmaceutical costs and discounts on state government services.

Qualifying seniors can take advantage of their CSHC to procure cheaper medications under the Pharmaceutical Benefits Scheme (PBS), bulk-billed doctor visits (at the discression of healthcare providers), and lower thresholds for the PBS and Extended Medicare safety nets. Eligible Australians can apply for a CSHC via the Services Australia website.
